He succeeds General Sir David Richards who is to become the overall head of the armed forces as the Chief of the Defence Staff.
Lieutenant General Sir Nick Parker, who is deputy commander of international forces in Afghanistan, will be the new Commander-in-Chief, Land Forces.
Defence Secretary Liam Fox said: "I'm absolutely delighted with both of these appointments. We're very lucky to have men of such high calibre at this time."
General Wall commanded British Forces in Basra in 2003.
He appeared at the Iraq Inquiry last December and was highly critical of the Blair Government.
Inquiry member Sir Lawrence Freedman asked him: "Do you think that the government in Britain understood quite the task that they were asking you to take on and where it was going to lead?"
"To be quite frank no." he replied.
"And did you get a chance to say that to ministers?"
"Very firmly. Yes."
Sky's Mark Stone said: "He is a no nonsense soldier."
General Parker is currently the number two to US General Petraeus in Afghanistan.
Stone said: "Gen Parker has personal experience of the price being paid from the war in Afghanistan: his son, Captain Harry Parker, was hit by a roadside bomb in Helmand last year. He lost a leg."
