Tried to sign the petition about NDM and Cyprus medals but dont get the billydo from No 10 so my vote doesn't count, any one else had this problem?

TX, I take your point however there are a couple of issues (by the way I have seen active service though in all honesty not the horrors some have.)
Not all active service is recognised, actually there are so many who have missed out for one reason or another it is quite incredible. If the medal system was better in other ways then perhaps there would be no need for an NDM. But it is woeful.
As you are aware there is so much wasted tax that even to the uneducated it is obvious where massive savings could be made. Only a fraction of these savings would be required to fund such a medal, and of course economies of scale would drive cost down even further.
It has also been suggested in one of the threads that any retrospective application could give an opportunity for a charitable donation, such as H4H or BLESMA. I belive if handled sensitively it could potentially raise more than it costs.
The Queen of course has already given such an award her blessing to our commonwealth cousins. It was interesting seeing the Aussie VC winner wearing his ADM at this years remembrance parade (I don't think anybody poked fun at him).
If veterans felt it really was a waste quite simply they need not apply for it, at least it would then distinguih between the 'wants' and 'don't wants'. Having read the report I'm inclined to support it. If it helps brings exservicmen who feel excluded back into the active veterans community with all it has to offer then that can only be a good thing.
Final point a solitary medal for service does not make somebody a 'Walt'.

Our Forces are deployed all over the world with a primary aim of ensuring our national security, be it Afghanistan, Iraq, N Ireland, Falklands, Cyprus, Belize, Balkans, Germany, Patrolling Hostile seas or Flying sorties, this is by no means an exhaustive list. All Forces undergo arduous training, they accept any risks and rigours presented in whatever circumstances. Parted from family for months but get on with it. The ranks reflect us, Sons, Daughters, Mums, Dads and we CARE. Politicians remember this during every decision you make; equipment procurement, families, healthcare, veterans issues etc. The cruel deaths of the Sappers, butchered in a place supposedly at peace, highlights the dangers inherent in any form of military service from training to the frontline. It is not the Senior Bankers, Chief Civil Bureaucrats, Dubious third world dictators, Political donors that should be showered with imperial honours, medal s and awards, it is every single one of our HM Forces that deserve the plaudits and the official honours in Recognition for their service and sacrifice for OUR National Security, as a thank you – NDM

There is an Early Day Motion running at the moment about the NDM, with some interesting stats (if you like that sort of thing).
Out of 900 motions The NDM is amongst the most popular.
It is there in the top 1.5%.
What this suggests is there is more political support than had previously been thought.
Regardless of the views on this forum or others there is clear evidence that the UK system is out of step with the rest of the world. When just about all operations are multinational it seems rather mean to deprive British Forces when those who have served alongside them have received some recogition (there are many examples of this for the Canadians, Aussies, Kiwis and US)
I personally think the NDM offers a get out to the MoD, to draw a line under all previous claims. Or they can review the dozens of individual grievances and retrospectively put them all right. Either way they should do something.
Soon the QDJM will be handed out (with a similar criteria to the NDM), where is all the dissent? will those opponents of an NDM accept and wear it? of course they will, and why on earth shouldn't they. Yet many of those recipients will still sneer at the NDM. Sneer at something our Queen has already approved for others.
Equity for the UK? well maybe not in my lifetime.

Its for the benefit of every Tom, Dick and Harry that has given the best years of Our lives for this Country and may not have served in a area that a medal was given. Or you did serve and you did not qualifi in days, and all that you have to show for it is a Veterens Badge.

The Aussie,s were awarded this same medal, only under a different wording, it is the same as NDM

Now if a politician was offered a medal for any thing do you think that they woulod turn it down. Also a NDM medal might just stop a lot of the Bling being worn on Parades. The RBL sponsors a large number of medals for sale in their booklets because they get a cut off the sales, but do you ever see them say that these medals should not be worm on parade. I personally don't think you will ever see a NDM issued as there are still millions of ex National Servicemen around and it would cost to much to supply every one with this medal. May be in another 30/40 years when there are hardly any troops to claim it, then it might happen.

Top secret submariners to be recognised
Former submariners will be recognised by the government and provided with extra health benefits.
Through the later years of the Cold War, Australian Oberon class submarines conducted top secret missions, lurking off Russian ports such as Vladivostok and observing shipping movements.¶
Few details of these operations have ever been revealed.¶
But now the government is recognising the contribution of some 890 former submariners in these missions and treating it as qualifying service - essentially service in a theatre of war - making them eligible for significant benefits such as the veterans gold health care card.¶
Veterans Affairs Minister Alan Griffin said this would cost $11.1 million over four years and went beyond the Clarke review of veteran entitlements, which recommended that their service be treated as non-warlike hazardous.
The government has also moved to treat service of RAAF personnel at Ubon, Thailand in June and July 1962 as qualifying service, extending their eligibility for veteran benefits.¶
While the government is expanding veteran categories, overall veteran numbers are dwindling with the passing of the World War Two generation.¶
"Sadly over the last year Department of Veterans Affairs client numbers have fallen from 415,000 to approximately 380,000, Mr Griffin said.
